In July 2004, guided by the Rural Strategy 2004, DEFRA asked each Government Office to submit a rural delivery pathfinder proposal for their region. The aims of these Pathfinders are to experiment with and test:
These aims reflect the Rural Strategy 2004 priorities, i.e.: tackling disadvantage and social exclusion in rural areas, helping underperforming rural economies to begin to catch up with the best, and ensuring that the natural heritage is protected. The intention is to develop a more devolved and modernised approach to rural delivery.
